Add means to obtain all contextual objects, active or not

Discussed in CDI issue - https://github.com/jakartaee/cdi/issues/628

Future versions of the spec will have BeanContainer#getContexts(Class<? extends Annotation> scopeType).
We can add this right away to BeanManagerImpl as a preparation plus we could also add it to WeldManager and deprecate once it gets to specification.
