Review OSGi bundle wrt to weld-lite-extension-translator

Ever since adding weld-lite-extension-translator module, we haven't really added it into OSGi which is how Liberty (and possibly others) consume Weld.

We need to add it and the way we add it should be similar to how we ship Probe (as both are basically optional modules for integrators).
