Re-enable as much testing as possible, update testing infrastructure

Weld 4.0.0.Alpha1 had to be released with only minimal (and snapshot) testing.
Now that we have basic version out, arq-weld-container and arq-core will be updated and we should be able to properly run all tests in embedded containers and in SE, only EE won't work.

Things we need to do for next release are:

• Update arq deps and re-enable as many testing modules as possible
• Setup PR CI jobs for 4.x
• Setup regular CI jobs for 4.x
• Communicate with GF devs to see how fast we can get some GF testing running
• ??
