Events with qualifiers @Initialized(ApplicationScoped.class) and @Destroyed(ApplicationScoped.class) are fired twice for Weld SE. For @Initialized(ApplicationScoped.class) first with ContextEvent.APPLICATION_INITIALIZED as a payload and then with ContainerInitialized.
