EnhancedListener should not shutdown Weld if org.jboss.weld.environment.servlet.Listener is registered

If an org.jboss.weld.environment.servlet.Listener is registered, it should be responsible for the shutdown. Otherwise the container will be always shut down before any listeners declared in web.xml.
