We need to detach the protocol version used for interoperability from the protocol version used by HTTP handlers.

This will allow support of multiple HTTP service versions to be created independently, per service, without interfering with interoperability.

An important requirement is that the resulting code is backwards compatible with what we have now at Wildfly HTTP Client.
