Install experience should deliver an end state that is a fully functional Virtualization environment based on HCP.

This includes installing the set of operators required for virtual machine day 0 to day 2 operations as listed in -https://red.ht/virtrefguide. Target both standalone (priority #1) and HCP (priority #2).  It must support HA and ability to add additional nodes. UI is a must have and part of initial release.  Disconnected environments are very important both from financial and government customers. 

To some extent this outcome is similra to VIRTSTRAT-60 - VIRTSTRAT-60 focused on enabling single cluster to be virtualization optimized, this outcome is to bring the same to HCP.
