As part of the Candidate build automatic release, We would like to add an automatic waiver to the candidate build if all the failed gating test cases of that build were classified as not a Product bug. ( Automation Issue, System issue is Ok for example)

If a specific gating job has 90% passed tests. Check in Reprot Portal if the Falure Manually Classified as "Not a Bug" or TFA presicted it as Not a bug -> send a waiver to RelEng to proceed with the candidate
