Since the introduction of warm migration, the scheduling around wamr migration was a little incorrect and lead to suboptimal migration times.

With this feature, the scheduling of imports is considering the aspects of warm migraiton correctly leading to a more efficient use of time (alwyas a high number of concurrent migrations), effectively leading to shorter migraiton times overall.
