      E2E-Reboot test fails when creating network because the network already exists.

      Steps to Reproduce:

      1. Submit a PR to openshift/microshift
2. Observe e2e-reboot test

      Actual results:

      ERROR: (gcloud.compute.networks.create) Could not fetch resource:
 - The resource 'projects/XXXXXXXXXXXXXXXXXXXXXX/global/networks/ci-op-21k8xgnw-7deab' already exists

      Expected results:

      Should pass
