The rebase script execution in CI needs to include a reference to the appropriate LVMS operator bundle manifest.  LVMS is not managed by ART and instead releases are pulled from registry.redhat.io.  The bundle can be sourced from: https://catalog.redhat.com/software/containers/lvms4/lvms-operator-bundle/63972de4d8764b33ec4dbf79?container-tabs=gti

LVMS does not track with OCP's z-stream or nightly releases.  It's been advised by Boris Ranto that we use the X.Y-latest tag instead to pull the most recent y-stream compatible release.
