End goal: make sure that we don't miss arm64 release image update because we only use amd64's release tag as branch name.

Scenario:
Day 1: Rebase job runs, creates a PR which is not merged on a first day
Later Day 1: New arm64 release is produced, but no amd64
Day 2: Rebase job runs, rebase.sh runs on these releases. arm64 image references in repo should change so it should trigger a force-push to existing branch and PR
