When etcd is extracted from MicroShift into separate Go module we need to handle rebase of that Go module onto new openshift/etcd commits.

Since rebase.sh already handles etcd (although it's disabled by annotation in go.mod) it could be tweaked to work for etcd or serve as a reference.

We also need a job running this script (or current job reused) so we're keeping microshift/etcd/go.mod up to date
