- Switch MicroShift CI to RHEL 9.8 to gain confidence about the new OS version
Why is this important?
- Alignment with the operating system version used by the OpenShift 4.22 release

- MicroShift CI is using RHEL 9.8 ostree built with osbuild-composer
Acceptance Criteria
- CI - MUST be running successfully with tests automated
Dependencies (internal and external)
- The bootc RHEL 9.8 images should be available and functional pre-release from registry.stage.redhat.io/rhel9/rhel-bootc:9.8
- The ostree RHEL 9.8 images should be supported by osbuild-composer pre-release
