      • Switch MicroShift CI to RHEL 9.8 to gain confidence about the new OS version

      Why is this important?

      • Alignment with the operating system version used by the OpenShift 4.22 release

      Scenarios

      1. MicroShift CI is using RHEL 9.8 bootc from the staging registry
      2. MicroShift CI is using RHEL 9.8 ostree built with osbuild-composer

      Acceptance Criteria

      • CI - MUST be running successfully with tests automated

      Dependencies (internal and external)

      1. The bootc RHEL 9.8 images should be available and functional pre-release from registry.stage.redhat.io/rhel9/rhel-bootc:9.8
      2. The ostree RHEL 9.8 images should be supported by osbuild-composer pre-release

      1. RHEL 9.8 bootc images from the staging registry does not allow installation of all the required RPM packages
