When building MicroShift locally, its version string is either derived from the latest git tag or - if no tag for the latest minor release exists - from the build time. We've stopped tagging versions in git and the build time does not convey what is inside the build, so isn't useful for bug reporting or RPM updates.

Instead, the version scheme should at least include information (commit time and abbreviated hash) from the MicroShift commit used in building and whether the tree was clean or dirty. Prefixing the base OCP version (from last rebase) may be useful to more easily interpret the content.
