Incomplete junit files in CI

      Description of problem:

      Some of the junit files the test harness generates are incomplete. The current mechanism to paint a test red if it failed is based on junit file existence and the summary in the first line.
      The current junit files have no summary in the first line, therefore are "mispainted" as pass instead of failed.
