Currently if rebase job fails it won't create any PRs and only notion as for what went wrong can be found in job's log. This means that some time can pass before someone remembers that we hadn't rebased out dependencies.

We need to change rebase job so even in case of rebase.sh failure a PR will be created so we 1) are notified that something went wrong, 2) can manually inspect and fix any issues.
