Observability should simply and configurable to users via the MicroShift configuration API. As this is a change to a customer facing API, an enhancement proposal should be submitted for consideration by the team.  Below lists the expectation of each profile level.

Observability Profiles:

1. Minimum (just the bare minimum, e.g. CPU, RAM, DISK, total pod usage, fatal log messages)
2. Medium (a bit more details)
3. Maximum (everything)
