The automated rebase job looks at nightly images. Those are not published, which means they are harder to reuse for developer preview cases. The engineering candidate (EC) releases produced at the end of each sprint are published to quay, and should therefore be available for users outside of Red Hat without a CI pull secret.

We should check with ART to see if our existing build/promotion process produces RPMs from engineering candidates. If not, we should update it.

We should update our automation for rebasing onto nightly builds to include EC builds, too.
