Conformance presubmit and periodics missing an env var

      Description of problem:

      Due to a feature introduced last week (https://github.com/openshift/origin/pull/29182) the variable RELEASE_IMAGE_LATEST is now required in MicroShift. This variable is auatomatically configured for payload blocking runs, but not for the other periodics/presubmits.
We need to force it so those tests dont fail.
