Description of problem:
The onerror handler in kickstart reboots the VM without returning failure and this effectively cancels VM creation retries in CI

How reproducible:
100% when the VM creation fails
Actual results:
VM creation is not retried by scenario.sh script
Expected results:
VM creation must be retried by scenario.sh script
