As as upstream microshift user (OKD base) I should have a way to choose different CNI which doesn't depend of the kernel module like flannel.

Following steps are required to make it happen

• Add required CNI resources for flannel
• Add required dependency resources (like flannel doesn't provide the kube-proxy functionality so we need kube-proxy)
• Everything should be run as container so that main microshift binary size doesn't increase
• Should have a separate optional sub package.
