clusterresourcequota and user informers shouldn't be started if not used

      MicroShift log output shows recurrent messages related to informers querying unavailable API endpoints:

      E0915 19:14:15.874904  109954 kube-apiserver reflector.go:138] github.com/openshift/client-go/user/informers/externalversions/factory.go:101: Failed to watch *v1.Group: failed to list *v1.Group: the server could not find the requested resource (get groups.user.openshift.io)

       

      Let's investigate if these informers can be disable in order to lower the load in the system, and avoid annoying error messages.
