Failed to render errata testing template

      Description of problem:

      When running python script: errata_testing.py --action render_template --template misc/jenkins/microshift/errata/jobs/template.yaml --config misc/jenkins/microshift/errata/jobs/4.14.29.yaml, it fails because RHEL_VERSION on the *_rendered.yaml is empty

      Version-Release number of selected component (if applicable):

      only when rendering templates for 4.14 and 4.15 versions, not 4.16
