      Description of problem:

      VM installation may get stuck on reboot in ARM CI

      Version-Release number of selected component (if applicable):

      Not a MicroShift issue. Reproduced on the latest RHEL 9.4 hypervisor and latest CentOS 9 VM.

      How reproducible:

      Occasionally in CI

      Steps to Reproduce:

      1. Watch for VM boot problems in CI
      

      Actual results:

      VM install stuck in the following stage and killed by timeout:
      
      dracut Warning: Killing all remaining processes
      [  121.217610] dracut Warning: Killing all remaining processes
      dracut Warning: Unmounted /oldroot.
      [  121.269191] dracut Warning: Unmounted /oldroot.
      Rebooting.
      [  121.404045] reboot: Restarting system
      
      timeout: sending signal TERM to command 'unbuffer'

      Expected results:

      VM boot complete successfully.
