      Epic Goal

      • Support MicroShift 4.16 on RHEL 9.4.

      Why is this important?

      • OCP 4.16 will only support RHEL 9.4.

      Scenarios

      1. Switch to 9.4 for defaults for test jobs in CI.
      2. Add upgrade test using 9.3 and 4.15 to 9.4 and 4.16
      3. Add upgrade test using 9.2 and 4.15 to 9.4 and 4.16
      4. Consider whether other OS/MicroShift combinations need to be tested for upgrades

      Acceptance Criteria

      • RHEL 9.4 builds are implemented in MicroShift test blueprints
      • CI is running RHEL 9.4 for MicroShift 4.16 tests
      • Upgrade tests for 9.2/4.15 to 9.4/4.16 are passing
      • Upgrade tests for 9.3/4.15 to 9.4/4.16 are passing
      • Release Technical Enablement - Provide necessary release enablement details and documents

      1. Alternative OS:MicroShift spike: USHIFT-2171 explored using centos-9-stream as test env.  Centos leads RHEL releases and might prove useful as an early-warning test env for MicroShift on RHEL before RHEL images are available.
