      VMs may get stuck on first boot in CI.

      How reproducible:

      Occasionally in CI

      Steps to Reproduce:

      1. CI

      Actual results:

      CI times out after 2h because one of its steps did not complete

      Expected results:

      CI to time out within a shorter period of no more than 30m
