Goal is to protect against situation when both of the presubmits (verify assets & rebase dry run) are successful on their own, but verifying assets after the rebase fails.

Such example is https://github.com/openshift/microshift/pull/2645 which removed release-$ARCH.json from OLM only to be discovered during presubmit which makes the PR useless.
