      1. Clear separation between devenv and hypervisor cleanup
2. Code reuse of composer cleanup with image-builder scripts
3. Introduce a short delay in boot procedure between VM startups

      Additional info:

      These fixes come to improve cleanup usability when devenv is separate from the hypervisor and boot performance
