      Epic Goal

      • Stop running CI jobs for developer preview and tech preview versions (4.12 and 4.13).

      Why is this important?

      • Those versions are not supported and will not receive backports, so there is no sense in spending money on CI.

      1. Turn off all CI and rebase jobs.

      • CI - MUST be running successfully with tests automated
