We need to extend our scenario tests in CI to include a disconnected system. We need to add to the test infrastructure setup to create a network that does not forward traffic and an image that includes the containers embedded in it. We should run the standard test suite in test/suites on the host. If any subset of that suite cannot run disconnected, we should skip those tests.
