If CI fails to persist contents of SHARED_DIR, subsequent tests will fail because aws stack already exists

      Description of problem:

      Job[0] failed to persist contents of SHARED_DIR, deprovision step didn't know about anything to delete.

Later, job[1] failed because stack already existed (but was unaccounted for due to previous failure)
