      Description of problem:

      4.12 PCP jobs are failing due to missing IP address info during GCP VM creation. This only effects 4.12 since we still use GCP for those instances. We will need to update the GCP creation to also share the IP address and User info via the shared dir to keep things consistent with the AWS approach.

      4.12 PCP jobs will fail 100% due to this and thus e2e jobs in 4.12
