This is a stretch goal for sprint 237.  It is expected to continue into 238.

Implement the integration of the CSI Snapshotter design from USHIFT-1104.

Add the CSI Snapshot Controller, CSI Snapshot Sidecar, and CSI Validation Webhook manifests.  These should be deployed by the `startCSIPlugin()` process.  Add  user documentation with an example workload. Ensure the rebase process is expanded to cover image-digest rebases for CSI snapshot components.
