OVN consumes lots of CPU when running CNCF tests in a multinode RPM-based env

      Description of problem:

      OVN consumes lots of CPU when running CNCF tests in a multinode RPM-based environment, while ostree-based does not seem to have this problem.

      How reproducible:

      Reproduced in the reporter devenv, need QE feedback

      Steps to Reproduce:

      1. Follow steps in the docs/multinode/setup.md document
      2. Set up the rpm-based 2 node configuration
      3. Run CNCF tests on the cluster
      

      Actual results:

      Tests failing randomly due to timeouts

      Expected results:

      All but one test passing
