ARM CI jobs failing with permission errors in some containers

      Description of problem:

      Presubmit jobs for aarch64 are failing for 4.13 and 4.14. x86_64 is working OK.

      Actual results:

      exec container process `/usr/bin/openshift-router`: Permission denied
exec container process `/usr/bin/service-ca-operator`: Operation not permitted

      Expected results:

      MicroShift comes all the way up and the tests can run.
