Update the work done in USHIFT-1050 to use a container image hosted on quay.

• Define the containerfile in the microshift repo.
• Set up quay trigger to automate builds when the file changes (dhellman@redhat.com  can help with this).
• Provide a path for a developer to run the tool using the image locally.
• Update CI job to use the image instead of installing the tool.
