Avoiding character charset comparison during ServletPrintWriter initialization.

       During ServletPrintWriter constructor execution the comparison of character encoding is done twice. Refactor ServletPrintWriter and HttpServletResponseImpl to use a more efficient comparison technique.

       Provide micro benchmark results to demonstrate the improvement.
