Disabling failover with max-attemps ignored

      Max-attempts

      Maximum number of failover attempts before giving up. The minimum value is 0, i.e. no failover. The default value is 1, i.e. do a one failover attempt.

      "max-attempts" => 0,

      Configuration seems ok. However, with max-attempts set to 0, balancer still perform failover, but shouldn't
