Periodically we see back to back updates on a PR:

In this case the e2e-aws-ovn-upgrade was added after the original update

It appears that the latest-build.txt which we are checking to see if the latest build has completed wasn't updated until the job finished

Not a huge issue as we overwrite the existing comment but it does lead to multiple notifications.
