Could we have sippy publish an API endpoint with a list of test names with linked bugs for suppression in origin. The list of what to suppress would be based on some time criteria, where despite having a bug open, the test would eventually stop being suppressed if nobody addressed the bug.

Could we then push that file into origin via PR, and have origin watch for those tests to fail, if they do, inject a flake pass to keep the test from failing.
