Sippy now gathers things from multiple sources: prow, github, release controller, and search.ci. This is all bundled in the "load-database" flag, but ideally we would make it easier to sync just one. It'd also mean we can more easily insulate ourselves from failures in one particular sync mechanism without affecting the others. Today if release payload syncing fails, we don't proceed further.
