We want to know why openshift-config-operator is taking so long to respond to /healthz probe requests (for example, they happen during upgrade in this job).

Maybe we can do something with  DefaultBuildHandlerChain to increase logging. This logging code looks promising (i.e., maybe all we need to do is increase verbosity level somewhere).
