Several times we've been caught out not noticing that install/upgrade rates have dropped because no one specifically checked the right page in sippy.

If install/upgrade rate globally drops below 95%, fire an alert.

Can we do something similar for specific variants? Should we compare them to historical to determine if an alert is necessary? (i.e. alert on net change) Should we classify some variants as more important? (aws/azure/gcp)
