      Beginning with 4.21.0-0.ci-2026-01-27-070416 and 4.22.0-0.ci-2026-01-27-132824 installs are failing due to instances not being provisioned.

      Some jobs show machines.json with errors like `error launching instance: googleapi: Error 409: The resource 'projects/XXXXXXXXXXXXXXXXXXXXXXXX/zones/us-central1-b/instances/ci-op-3r4pnl9x-a645c-b7797-master-2' already exists, alreadyExists`

      Others simply indicate `Instance not found on provider`

      The same issue was also observed in 4.22.0-0.nightly-2026-01-27-121451 for e2e-gcp-ovn-rt-upgrade

      Impacted tests include

      install should succeed: cluster bootstrap
openshift cluster install failed overall
install should succeed: infrastructure
verify all machines should be in Running state
node count should match or exceed machine count
