TRT-1706 was an initiative to add labels to BQ queries so we could better attribute the queries to size / cost.

It appears this code merged into master-component-readiness but did not get merged into main.

That leaves the original and followup prs unmerged in the main code base.

There has been significant refactoring since so there isn't an expectation that the existing work can be cleanly merged, however it can serve as a template for redoing this work and merging it into our main branch.

An additional consideration is sippy-auth. This may not have been a part of the original effort. If we have an opportunity to label the user that would be valuable as well. For non authenticated sippy we could consider adding a label indicating it was the unauthenticated deployment and we can use that to differentiate over time as well.
