Once https://issues.redhat.com/browse/TRT-2517 is implemented we need this job to consider RHEL 10 data in it's output. We do not want it to fail on RHEL 10 data yet. The goal is to present the data in 4.22 so reviewers are aware if there's a RHEL 10 problem and work on a plan with teams promoting. The code should still exit 0 if 10 problems are detected, we just want them in the form.

In the OCP 5 timeframe we will make 10 signal blocking.

For JobTier, we do want the job to fail if the job is not in standard/informing/blocking. This implies the job is covered by component readiness.
