To ensure that our variants can be set properly we need to ensure that job names contain the proper OS version label.

The the job_names test should be updated to detect the OS version. For 4.22 rhcos9 is the default and does not need to be present in the job name.

Any jobs running `rhcos10` should have `rhcos10` in the job name.

Additionally we should set the OS version in ClusterData
