Context: This step aims to integrate job run annotations into the Sippy UI, making them available for visual analysis.

Action Items:

1. On test_details pages, add a dropdown for selecting labels and highlight runs that have the selected labels
2. Add labels as a column in the JAQ modal (similar to classic job runs table).
