Component readiness is showing 1300 regressions with metal and we noticed a delay in the test step that might be related to this.

We suspect this is an infra issue related to CSR approval. Deep proposed three search strings to identify this infra issue:

bq. Container sidecar is not ready with reason PodInitializing
bq. and
bq. cluster-autoscaler: pod didn't trigger scale-up
bq. and
bq. pod pending for more than 1h0m0s: containers have not started in 

To play safe, we are limiting this to metal for now. But we can expand this to other platforms if needed.
